In theory, as of 13th June 2016, both R&TTE and RED DoCs (Declaration of Conformity) will be accepted. In theory, all new products placed as of 13th June 2016 will need to have RED DoC and old products placed before 13th June 2016 can use either R&TTE or RED DoC.  If by 13th June 2016, EN 300 220 is not yet listed in the EOUJ list of Harmonized standards under the RED, manufacturer could go through Notified Bodies to declare compliance to the Essential Requirement of the RED.  But in practicality that will not happen and manufacturers will wait until EN 300 220 is published by ETSI and listed in the EUOJ list of Harmonized standards under the RED.

In theory, as of 13th June 2017, R&TTE DoCs will not be accepted anymore and all Radio equipment placed in EU will have to comply to the RED and have RED DoCs.  So in practicel, all Radio manufacturers will target 13th June 2017 as deadline for compliance to the RED and hopefully (most probably) by 13th June 2017 EN 300 220 will be published in the EUOJ list of Harmonized Standards under the RED.

The summary answer is: please stay tuned for ETSI TG28 development and drafting plans to have an idea or expectation on the date when ETSI will publish EN 300 220 for RED compliance but the ultimate date that all manufacturers will have to be RED compliant and all Radio equipment have RED DoCs is 13th June 2017.
